Summary0001446: hideprivilegedcommands is not working for nickserv
DescriptionUsers get all commands in the help output despite setting "hideprivilegedcommands" to yes
Steps To ReproduceUnregistered user makes /ns help:

NickServ allows you to "register" a nickname and
prevent others from using it. The following
commands allow for registration and maintenance of
nicknames; to use them, type /msg NickServ command.
For more information on a specific command, type
/msg NickServ HELP command.

    ACCESS Modify the list of authorized addresses
    AJOIN Manage your auto join list
    (.....)

    RESETPASS Helps you reset lost passwords
    SASET Set SET-options on another nickname

Note: RESETPASS is supposed to be restricted to IRC operators (directive "restricted" is set to yes in services.conf)
Additional Information"/botserv help" shows the command BOT

This was actually never the intent of hideprivilegedcommands, it was used to hide operator only commands from non-operators, however I have extended it to also hide commands that require authentication from unidentified users.

Fixed in a0a54fdfe058026f028dc0930e3ba982bce5b6dc.
