Summary0001421: os_mode: prevent setting modes on non-existant-user.
DescriptionThe os_mode module allows a user with access to set modes on channels/users.
If I was to give +o status to a non-existent-user, then services would report that I did it, even though the user does not exist.
This can cause confusion for other /oper's when they see the snotice.

I am suggesting adding code to prevent this false snotices/#services log.
Steps To Reproduce/msg OperServ mode #services +o non-existant-user
