Summary0001045: Suspended channels may be administrated
DescriptionSuspended channels appear to allow any command other than INVITE to be used on them; SET, ACCESS, and LEVELS, for instance.

If the channel still has any users (only currently possible if there were IRCops in the channel at the time of SUSPEND), TOPIC, APPENDTOPIC, ENFORCE, OP, DEOP, and others requiring the channel exist also work.

I don't believe suspended channels should be accessible or reconfigurable in this manner.
