0001479: Reboot of Issue /view.php?id=1477
Services reverts ChanServ access list after shutdown, even prior to running an /operserv update.
Delete a user from channel access list.
Shutdown services via /operserv shutdown.
Start services.
View access list - the deleted user is back on the access list.
Using latest Anope 1.9.x GIT.
Using flatfile database without encryption.
No tags attached.

This was fixed recently as cirinho said... going to close as resolved and assume you weren't really on the latest git head. Reopen if you can still reproduce on git HEAD.

In ~/services/conf/services.conf within the 'options' block:
user = "atrum"
group = "atrum"

Well for this issue I'm going to ask:

1) what user are you running Anope as?
2) what does ls -la in Anope's data dir show?
